The Provision of Psychological Services to Persons whose First or Best Language is Other than English
The Board has produced guidelines to remind psychologists of their obligation to ensure clear and appropriate levels of communication in their interactions with clients whose first or best language is other than English.

Board Policies

Telepsychology  (adopted August 2004)
Definition:

For the purposes of this policy, the practice of psychology across State borders, or telepsychology, is defined to include the provision of any psychological service that occurs when the patient is physically located within South Australia and the psychologist is physically located outside South Australia.

Any contact that results in a verbal, written or otherwise documented psychological opinion that affects the diagnosis or treatment of a patient, constitutes the provision of psychological services. This holds whether the psychologist and patient are connected via telephone, television, the internet or any other electronic means.

Policy:

The South Australian Psychological Board is of the opinion that when a psychological service occurs as described in the Definition above, then the psychological service is deemed to have occurred in South Australia. As such, the psychologist providing the service would need to be registered in South Australia.

The registration of psychologists engaging in telepsychology would provide the patient with an avenue of complaint should concerns about the consultation and subsequent treatment arise. This would also ensure that the practitioner is subject to the disciplinary provisions under the Act, regardless of their physical location.

In such a way, the Board can ensure that the patient receives the same standard of care that presently occurs in South Australia.

Any patient records maintained by the psychologist as a result of telepsychology consultations remain subject to the maintenance requirements in South Australia.


Annual Report Recording - Complaints  (adopted 14 November 2000)

1.   Complaints against Registered Psychologists/Disciplinary Inquiries

  1. Unsubstantiated
    Only the category of unprofessional conduct, the allegations made and Committee/Board findings should be reported, not the identity of the practitioner concerned.

  2. Substantiated (suspension and above)
    The allegations, detailed findings of the Board of Inquiry (including penalty and costs awarded) and the name of the practitioner concerned should be reported in the Annual Report.
   In both cases above the names (or identities) of complainants and witnesses would not be recorded in the Annual Report.


2.   Prosecutions Under the Act

  1. No Prosecution or Unsuccessful Prosecution
    The event is reported, but not the name of the person concerned.

  2. Successful Prosecution / Conviction Recorded
    The event, allegations, Court finding (including penalty) and the name of the person should be reported in the Annual Report.

Release of Postal Address Labels  (adopted November 2003)
All requests for postal address labels must be for professional, educational or research reasons and approved individually by the Board.

All requests to the Board must:
  (a)  provide an explanation of the proposed use for the labels;
  (b)  be accompanied by a copy of all the documentation to be circulated to psychologists; and
  (c)  give an undertaking that the labels will be used once only for the express purpose given.

The Board in its absolute discretion will decide whether or not to accept any request for address labels. Requests will not be accepted for commercial purposes or if the Board deems that the information is not appropriate to be circulated via the Board to the profession.

English Language Proficiency  (adopted May 2006)
